The objectives of the Portal

 

The Caribbean region is particularly threatened by multiple natural disasters, exacerbated by the impacts of climate change. The impacts on the populations and territories of the caribbean are exacerbated by factors of social vulnerability, economic and environmental, as well as a culture of risk to increase. A good understanding of the risks by the populations in the caribbean is essential.

 

The portal “Caribbean Risks” is a platform for information, advocacy and networking, dedicated to the understanding and prevention of natural hazards in the whole of the Caribbean. This portal is intended to enable centralized access and ease to reliable information, researched and organized on natural hazards and the protective measures, scattered on various websites. Available in French, English and Spanish, the portal is regularly updated with new resources. 

 

The centralization of all of the existing information on the hazards and the effects of climate change faced by the caribbean territories is essential for populations to gain a better understanding of the risks and adopt measures for the protection of individual and family needed. 

 

In this perspective, the French Red Cross through the Regional Intervention platform America, the Caribbean to the French Red Cross (PIRAC), the Caribbean Disaster Emergency Management Agency (CDEMA) and theOrganization of the States of the Caribbean, Oriental (OECS) have developed this portal regional information on the risk of natural disaster. This project is funded by Interreg caribbean

This portal has been developed within the framework of the program Ready360 of the PIRAC with the financial support of the INTERREG Caribbean. 

INTERREG Caribbean is a program of European Territorial Cooperation which aims to strengthen the links between the territories of european overseas and their neighbours in the Caribbean. It supports collaborative projects in the areas of environment, sustainable development, risk management, innovation, or health, in a logic of cross-border cooperation and regional solidarity.

By funding portal project, INTERREG Caribbean and the european Union reaffirm their commitment to strengthening the resilience of populations in the face of natural hazards, in a regional context, highly exposed to the effects of climate change and to natural disasters.

This support allows the creation of a tool that is accessible to all stakeholders and citizens of the Caribbean, to better understand, anticipate and manage the risks. 

Who are we ?

The Organisation Of Eastern Caribbean States (OECS)

The OECS is an international intergovernmental organization with a mission of " promoting and supporting sustainable development through regional integration, collective action and development cooperation ". The meeting of countries that share a geographical proximity and cultural characteristics and physical within an organization allows member States to work together to achieve common goals. In this context, the members of the OECS have an ease of mobility for their citizens, a reduction or elimination of customs barriers, a common approach in terms of health, agriculture, economics, or environmental.

The Caribbean Disaster Emergency Management Agency CDEMA

CDEMA – Agency Caribbean Emergency Management in case of Disaster – is an inter-governmental agency in charge of disaster management in the Caribbean Community (CARICOM).

Key player in the strategy of disaster risk management in the Caribbean, the CDEMA main missions mobilization and aid coordination, the mitigation of the consequences and the coordination of the regional response in case of disasters. CDEMA is also working on the establishment and continuous improvement of the capacity of response to the catastrophes of the United States, and has an advocacy role in the adoption of policies and legislative frameworks on disaster risk management at national and regional level.

The French Red Cross, an international delegation of Guadeloupe

The French Red Cross, through the PIRAC, intends to contribute to the preparation and awareness of the natural disasters of the caribbean populations and to increase the resilience of local populations. The PIRAC, entity based in Guadeloupe, is active in four fields of action :

  • The response to disasters : the PIRAC strengthens the capacities of response to the catastrophes of the local actors and deploys the necessary human, material and organizational in the event of disasters in the Region
  • Disaster preparedness : the PIRAC supports disaster risk preparedness of populations in the caribbean, at the level of individual and collective.
  • Risk prevention : the PIRAC done a lot of work upstream of disasters in developing awareness-raising projects to a better understanding and recognition of natural hazards and protection measures in individual, family and community.
  • Research and innovation : the PIRAC is working with research institutions to develop a detailed analysis necessary to an operation mode to be effective.
